Japanese anime set in an alternate Japan during the 1950s. Public unrest leads the government to set up the Capitol Police Organisation (CAPO), an elite unit of soldiers tasked with restoring order and combatting terrorist forces. However, CAPO becomes discredited when one member, Kazuke Fuse (Michael Dobson), fails to act when confronting a young female suicide bomber. Having witnessed her death Kazuke becomes plagued with doubt about his role in the force and visits the dead girl's grave where he meets Kei (Moneca Stori), who claims to be her sister. An unlikely relationship develops between the pair and soon Kazuke finds himself having to make a decision about where his loyalties truly lie.
